US senior adviser states RSF accepted aid ceasefire plan in Sudan
“Both parties have agreed in principle, and we have not recorded any initial objection from either side. We are now focusing on the fine details,” Boulos told the Sudan Tribune.
The initiative, developed under the framework agreed by the International Quad in Washington in September, aims to establish a temporary ceasefire and a post-truce phase to pave the way for a civilian-led government. The International Quad — comprising the US, Egypt, Saudi Arabia, and the UAE — called for a three-month humanitarian truce to allow emergency aid delivery, followed by a nine-month transition toward an independent civilian administration.
Boulos emphasized that there are no direct negotiations between the RSF and the army, with the US facilitating communications. He described the humanitarian crisis in El-Fasher, North Darfur, as “very urgent and painful,” noting atrocities committed by the RSF after it captured the city on Oct. 26.
“Our primary concern now is to address the humanitarian situation urgently, then achieve lasting peace in Sudan and preserve its unity,” Boulos said. In a separate post on X, he condemned “the horrific crimes against civilians in El Fasher” and called for immediate action to end the violence.
Since April 15, 2023, fighting between the Sudanese army and RSF has killed thousands and displaced millions, despite repeated regional and international mediation efforts.
