Sudan Warns EU Misreading of Civil War Could Undermine Peace
In a Wednesday statement, the Sudanese Foreign Ministry reaffirmed the transitional government’s commitment to a “just and lasting peace” while rejecting approaches that equate the state with a “terrorist militia.”
Earlier this week, the EU Council issued conclusions condemning the ongoing fighting between the Sudanese army and the paramilitary Rapid Support Forces (RSF), which it said has killed thousands. The Council also rejected attempts to “partition Sudan” along political or ethnic lines through the “emergence of parallel governing structures” and urged both the army and RSF leaders to accept an immediate ceasefire, permit unhindered humanitarian access, and engage in an inclusive, civilian-led political process.
“The Council’s report does not adequately address the ongoing siege of Al-Fashir by the militia or the systematic use of starvation, forced displacement, and violence against civilians,” the Sudanese Foreign Ministry stated. It added that pushing for a ceasefire without tackling these abuses would “inadvertently provide the militia with time to regroup.”
Khartoum stressed that its engagement with foreign governments should not be seen as acceptance of “any actor that fails to respect Sudan’s sovereignty, territorial integrity, and the dignity of its people,” and warned it opposes any process treating the state and a “terrorist militia” as equals.
The conflict between the army and RSF, which began in April 2023, has devastated cities, displaced millions, and killed tens of thousands, according to UN estimates. Regional and international efforts, including mediation by the African Union, Arab League, UN, and Western and Gulf-backed initiatives, have so far failed to secure a lasting ceasefire.
The army-led transitional government said it welcomed dialogue with the EU based on respect for Sudan’s sovereignty and territorial integrity but cautioned that “double standards” and “granting political legitimacy to a group responsible for grave violations” could derail peace.
